I did get a reply from an organization that said:
We were were recently looking for some procurement benchmark data and someone told me about the CAPS research organization http://www.capsresearch.org/. They produce an annual report of procurement benchmarks by industry. The 2013 report is available on their site for free download or I can share more recent data if needed.
